Fixed replacement text being placed above small text regions in scanned PDFs.

Added support for creating multilingual custom models. For a single non-English language, provide the annotation guidelines and training data in that language. For multiple non-English languages, provide the annotation guidelines in English, and include instructions for how to annotate each non-English language in the training data.
